If some of the mentioned control panels in our documentation are not available in your post/page editor right side, they are disabled in the document options. To enable them please follow the steps for the respective editor.
Gutenberg Editor 
Start navigating to the tools & options menu with 3 dots on the top right of the page. Then select the Options item.
On the popup window please make sure all the required Document Panels which you need to set for the particular post/page are enabled.
Classic Editor
In the classic editor, you can enable the panels by clicking on the Screen Options link in the top right corner of the page and check all those boxes which are required.
